How we work
- Start with the existing file. The Mock No-Access File Audit tests what can currently be produced from up to 15 representative properties.
- Expand only if useful. Closeout reviews and pilots create the file during outreach and field work instead of reconstructing it later.
- Keep the existing stack. Worklist in. Access status out. ProofPack archived. No GIS or construction-management replacement is required.

It does not provide legal advice, legal services, compliance opinions, reimbursement opinions, engineering opinions, or construction scheduling. Program forms, waiver handling, reporting decisions, and legal conclusions remain with the water system, its engineer, and its counsel.
